Before-and-After Traffic Calming Evaluation Plan Template

For Road-safety practitioners and Traffic consultants and Council officers

Download editable Word document

Use this template to plan how a traffic-calming change will be evaluated before it is delivered. Record the location, intended safety or operating question, baseline, after period, measures, comparison context and known limits. A before-and-after comparison can describe what changed at a site; it does not by itself prove that the treatment caused every observed change. Choose a method proportionate to the decision and seek suitable expertise where needed.

Download the editable Word template to brief the work, record the matching before-and-after conditions, and capture the final recommendation.

When to use this template

Use it when a traffic-calming project, local-area scheme or related change is being planned or delivered and the team needs to know what will be reviewed afterward. Do not use it as a treatment design, benefit-cost analysis, statutory evaluation or claim of crash reduction.

Copyable evaluation plan

Plan fieldRecord
Location and change[Exact limits, map/location record, what changed and implementation dates]
Evaluation question[What safety, movement, access or behaviour question will be examined?]
Before condition[Data/observation source, period, site condition and limitations]
After condition[Proposed period, adjustment time and conditions to record]
Measures[Only measures linked to the question]
Comparison context[Weather, school/events, network works, traffic diversion, other site changes]
Method/review[Who interprets the evidence and how limitations will be reported]
Decision use[What later decision the evaluation can inform]

Austroads evaluation guidance explains that different before-and-after methods have different data needs and validity risks; road-safety management and treatment resources support a planned, context-aware approach. Fictional worked example

Plan fieldExample entry
Location/changeFictional Grevillea Street, two-block local-street scheme; works completion date to be confirmed.
QuestionHow did the reported afternoon through-movement and crossing conditions change at the same locations?
Before recordExisting weekday observation and movement count, with dates and limitations retained.
After planRepeat comparable observation after an agreed settling period; record school calendar and nearby works.
InterpretationReport observed changes and limitations; do not attribute a broader crash outcome from this short comparison.

Limits and approvals

This template does not choose an evaluation method, comparison site, duration or success threshold. Changes in traffic, seasons, reporting and surrounding projects can affect interpretation. Retain the plan, raw sources, conditions and result against the exact location; where your organisation uses XVision Command, follow its configured record and governance practices.
